The Independent Budget Office (IBO) is seeking an analyst with a keen interest in public policy and property taxes to join our tax and economics team. IBO is a NYC government agency providing impartial, nonpartisan information on the city budget, tax revenues, and the local economy to elected officials and the public. The tax and economics team conducts fiscal policy research focused on NYC and its tax base, generates economic and revenue forecasts, and responds to requests for information and analysis from IBO’s constituents.
Qualifications:
Candidates with knowledge of the New York City’s property tax system and research experience in property tax policy are ideal. A comprehensive understanding of the city’s economy is also a plus. A Ph.D. in Public Policy, Economics, or a related field is preferred; equivalent work experience may substitute. Experience in an applied research organization and writing for a policy-oriented audience also desired.
Candidates should be detail-oriented and able to demonstrate skills in quantitative research and policy analysis. Commitment to impartial and independent research is essential. Must be comfortable working in a collaborative environment, juggling multiple tasks, and interacting with a variety of stakeholders on relevant city issues. Ability to take initiative and meet deadlines is critical.

IBO allows for hybrid work schedules.
New York City residency must be established within 90 days of appointment and is required for the first two years of city service, after which employees may reside in Nassau, Orange, Putnam, Rockland, Suffolk, or Westchester Counties. Foreign nationals must have a valid permanent resident card (“green card”) or renewable work permit.

Salary range:
$85,000 to $110,000, depending on experience.
